I saw a cool picture and I’m wondering if the effect in this picture is from Photoshop or?

I have a Nikon D5000 and I’m wondering what is this effect called where the mist is so noticeable and how can I do this?

Is this the work of photoshop or do I have to change some settings on my DSLR

Nikon D300
5 exposures (=2 to -2)
Tone Mapped in Photomatix
Nikon 12-24 f/4.0
Tripod
f/22
Focal Length: 12 mm
ISO 200

Put camera on tripod. Set aperture for reasonable depth of field Your camera does auto exposure bracketing (3 frames) up to +/–2.0 EV in 1/3 or 1/2 EV steps – you want to take 3 shots (he did 5) varying the exposure between each (-2EV 0 +2EV). Use a remote release to prevent camera shake whilst pressing the shutter if possible.

The frames are then combined in HDR software (he used Photomatix, but Dynamic Photo HDR is another good choice). Both programs offer free trial versions.
